
A mechanism for Statutory Faculty to meet
Preamble: The Oregon Department of Justice opinion dated 11/07/08 has
recommended that the statutory faculty have a means to meet and vote on issues
concerning the internal governance of the University. This motion outlines the
mechanism by which such meetings can occur.
Whereas,
The statutory faculty require a mechanism by which to meet as a separate
group within the internal governance structure of the University,
Be it moved that,
- 1. The Statutory Faculty consists of the University President and UO
employees with the title of assistant, associate, full or emeritus professor,
career non-tenure track instructional and research faculty, and tenured senior
instuctors. The University President, as President of the Faculty, shall
preside over meetings of the Statutory Faculty.
- 2. All members of the Statutory Faculty shall have the right to introduce
legislation and shall have the right to the floor on any matter under
discussion at the meetings.
- 3. Statutory Faculty Meetings may be convened by the University President,
by an affirmative vote of the University Senate, or after submission to the
Secretary of the Faculty of a valid petition signed by a minimum of 10% of the
Statutory Faculty.
- 4. When Statutory Faculty Meetings occur a minimum quorum of 150 of the
total membership must be in attendance for motions or resolutions to be
considered. A motion or resolution shall pass upon an affirmative vote by a
majority of members in attendance.
- 5. Voting on motions or resolutions may also
occur via a web-based mechanism. Minimum quorum and voting requirements shall
be the same as those for physical meetings.
