Problem: Projects are sometimes divided into phases because of scheduling constraints or funding limitations. All too often, the early phases of a project end up using more than their share of the resources and later phases get short changed. This leaves the entire facility with function problems and an awkward feel, lack of wholeness and integrity.

Solution: If the project is to be phased, establish the phases so that there is a whole, usable facility at the end of each phase. This may result in compromises either in the phasing or the results, but the project users will have confidence that no matter what the result, the built project will suit their needs. To ensure efficient use of resources, ensure that construction from early phases of the project are not obliterated by later phases.
