1. Tuition Surcharge Rates, 2002-03 - Tom Anderes - Announced the final tuition surcharges by the various campuses. Anderes noted that these are temporary surcharges but we have permanent cuts in revenue, which presents a problem. The charges varied according to different schedules, tuition maximums, resident vs. non-residents, and time of implementation, but generally were as follows per credit hour:

2. Annual Financial Audit Report - External Auditor observations were provided, and the OUS system was found to be in generally healthy condition with good accounting practices. Several changes in the system to make the system accounting more like private industry were seen as very important to interpreting items like cash flow, but which makes comparison to previous years very difficult. The report was virtually incomprehensible to a non-professional, and, in my view, poorly presented.
3. Sale of Land and Approval of Housing and Academic Services Agreement for PSU - This is for authorization for PSU to sell land to be converted to housing, retail sales, and academic services in a complex exchange of property, bonds, and operating revenues, and involves several parties to the agreement. It will result in about 380 much needed apartments in a $49 million 10 story facility.
4. Sale of XI-G Bonds - Authorizes staff to pursue the sale of bonds for all projects by the campuses, amounting to about $101 million.
5. SOU Veterinary Medicine Additional Funding - Authorizes Board to seek legislative spending limitation for $2.2 million in unforeseen costs.
6. OSU Athletics Fiscal Status Report - Found that OSU was on track with their debt reduction commitment, but noted substantial continuing deficits in the athletic department.
7. Report on the History and Status of Fee Remissions - Fee remissions is the practice of reducing or eliminating tuition to athletes and other recruited students.
