  Directs State Board of Higher Education and State Board of Education to jointly develop common course numbering system. Directs state institutions of higher education and community colleges to accept, for credit toward degree, credits granted by other state institutions and colleges.
  Declares emergency, effective July 1, 2005.
 
                        A BILL FOR AN ACT
Relating to higher education courses; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The State Board of Higher Education and the State Board of Education shall jointly develop a common course numbering system that shall be used by all state institutions of higher education listed in ORS 352.002 and community colleges as defined in ORS 341.005. The common course numbering system shall include the number and type of credits that a student will receive for each course at all state institutions of higher education and community colleges.
  (2) All state institutions of higher education and community colleges shall accept for credit toward a degree all of the following types of credits if, at the time the student earned the credit, the student could have used the credit toward obtaining a degree at a state institution of higher education or community college:
  (a) Credits received by a student at a community college; and
  (b) Credits received by a student at a state institution of higher education.
  (3) A state institution of higher education or community college shall accept the credits described in subsection (2) of this section, to the extent possible, as the same types and number of credits the student would have received at the state institution of higher education or community college where the credits were earned. + }
  SECTION 2.  { + Section 1 of this 2005 Act first applies to:
  (1) The 2005-2006 academic year; and
  (2) Degrees granted by state institutions of higher education and community colleges on or after the effective date of this 2005 Act. + }
  SECTION 3.  { + This 2005 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2005 Act takes effect July 1, 2005. + }
