Subject: Letter from PERS on OPSRP Rate Change Timeline"

All:

In order to solidify employer rate information for unclassified staff who must elect between the ORP and the OPSRP in March, Chancellor Jarvis requested that the PERS Board provide OUS assurance that OPSRP rates would not change prior to the next regular rate change in July 2005. Although the PERS Board was not make a formal motion to that effect at their February meeting, the Board is aware of the seriousness of any mid-biennial employer rate changes for ORP participants. OUS has received a response from PERS Executive Director Laurie Warner that will be helpful to employees who make their plan elections this month.

Although this letter is not a guarantee OPSRP employer contributions will not change, it does ensure that OUS will be part of the decision-making process related to PERS' amortization methods and will be able to work for a method that creates rate stability for those who elect the ORP.

Please send copies of this letter to all of the eligible employees who must make their elections by March 10, 2004.
