diglib: Persistent links

At our meeting on Wednesday we started talking
about developing guidelines to govern when and how a
digital project is permitted to use space on the mass
storage unit (MSU).  Related to that, should we also
be considering a way to ensure persistent links/URLs
for material once it moves onto the MSU?  For example,
instead of linking directly to content on the MSU, we
would establish a resolver scheme of some kind, like
a PURL server, so that digital content is given a permanent,
persistent link right from the beginning.
