diglib: Fwd: ECCO/MOML tape format

In the interest of speeding this along, it seems like one thing we could add
to the contract would be something like the following:

At such point in time as the UO Libraries may need to make use of the
archived data, Thompson Gale agrees to supply another copy of the data in a
contemporary format if the SLDT tapes are unreadable for any reason.
