Willard Wirtz (1980) Willard Wirtz served as U.S. Secretary of Labor under Presidents Kennedy and Johnson and was a major architect of the War on Poverty. He is the author of several books, including Labor and the Public Interest (1964), The Boundless Resource (1975), A Critical Look at the Measuring of Work (1975), and his latest book, Capon Valley Sampler: Sketches of Appalachia from George Washington to Caudy Davis (1990). He also served on the Board of Economic Warfare and the War Labor Board during World War II, and after the war, he was chairman of the Wage Stabilization Board.
