payroll: Leave Balance Report with Furlough Opt-Out Indicator

The "Leave Balance Report" on PWIPAYR has been updated to include an 
indicator for employees who choose the opt-out method of furlough 
reporting.  There are two versions of the report - Print/Preview 
version, and Spreadsheet version, and both of these reports will have 
the indicator.  If an employee is opt-out, the field contains a Y (for 
YES); if an employee is default, the field is blank.

Please refer to this report when doing time entry to ensure you are 
reporting furlough correctly for each classified employee. You can also 
use this report to check if new staff members have chosen default or 
opt-out.
