SECTION 2. PROGRAM/POSITION INFORMATION
a. Describe the program in which this job exists. Include program purpose, who's affected, size, and scope. Include relationship to agency mission.
The mission of the University of Oregon Campus Recycling Program is to provide excellence in waste reduction and recycling service, and education to the entire University community while attaining reduction, reuse, and recycling goals mandated by the State of Oregon. Not only does the program provide this service, it functions to serve as a place where students can be involved in leadership roles. The program is a cooperative venture among Facilities Services, ASUO, University Housing and University Administration. The program includes assisting other institutions in establishing waste reduction programs.
The program operates directly under Facilities Services, which serves to support a quality University experience through effective and timely maintenance, repair, improvement, renovation, and cleaning of campus buildings. Facilities Services provides service to the entire campus community.
b. Describe the purpose of this position, and how it functions within this program, by completing this statement:
The purpose of this job/position is to coordinate/administer the Housing Recycling Program, and coordinate student staff in performing collection/education functions. The incumbent must collect records, perform research, provide technical information and industry/government networking for program and customers. The incumbent must create monthly and yearly comprehensive reports for all Housing Recycling activities to submit to the Campus Recycling Program Manager for legislative compliance and program monitoring.

50 * OPERATIONS & ADMINISTRATION
Administer all Housing area operations (including scheduling multi-material collections, preparing materials/ delivering to market, maintaining site area maps, designating sites, determining routes, coordinating special projects recycling) to ensure compliance with laws, contracts, OSHA regulations, fire code, facilities work rules and University policies.
Coordinate/supervise/train/schedule all program staff on Housing Recycling (Residence Halls, Housing Kitchen areas, all Family Housing areas) operations/policies/procedures to ensure operations are met and in compliance.
Create training methods and materials for Housing and Program staff in Housing areas to ensure efficacy and program compliance with laws.
In conjunction with Student Recycling Coordinator, maintain Student Recycling/Housing Program vehicles, including ensuring safe equipment and operators.
Cross-train as Student Recycling Coordinator, and regularly cover position to ensure the program operation hours are adequately maintained.
Assist in other program operations as needed.
Fill-in for absent employees (students and/or Coordinators/Program Manager) as needed.
35 * PROGRAM ADMINISTRATION
Ensure compliance with Housing portion of ASUO Program Agreement, including overseeing Housing fee budget expenditures and representing the Housing interest in the Recycling Program.
Report monthly, or as needed, to Housing Director or designee on all Housing Recycling issues.
Serve as Program Safety Trainer. Responsible for: researching safety topics for monthly safety meetings with all program staff; creating safety training presentations, methods, materials and troubleshooting program safety issues as needed.
Work in conjunction with Housing committees ( i.e. , Residence Hall Association) on waste reduction projects/programs (in-room bins, lunch bags, mugs, educational events/programs).
Serve as Housing ex-officio on Issues Committee and other committees as needed ( i.e. , Facilities STEP Team).
Program liaison to campus community and program staff on Housing Recycling issues.
Establish goals and projects to develop more efficient systems to increase recycling, reduce waste and promote safety in Housing Recycling areas.
In conjunction with manager and other coordinators, create/revise/recommend program policies/procedures/ goals, projects/ expansion.

Utilizing advanced computer systems, create Housing and program tracking methods for: Housing waste stream, Housing equipment inventory, program timecards (analyze labor distribution/economics of program labor), material tally sheets/record for analyzing waste stream in Student and Housing Recycling collections.
Create and maintain all Housing site/equipment inventory maps.
10 * EDUCATION
Create program educational signs, brochures, posters, literature using advanced computer programs such as pagemaker and excel to ensure consistency in program promotional materials and signage.
Innovate and provide presentations to Housing staff (such as kitchen workers, custodians) and Residence Hall/Family Housing residents to promote program efforts.
Develop and implement on-going educational events and educational campaigns.
05 * CUSTOMER SERVICE
Respond to customer requests for service, on-call pick-ups, information, and to troubleshoot operations by coordinating service and networking with users.

SECTION 4. WORKING CONDITIONS
Describe work environment ( e.g. , office, industrial, outdoors, etc.).
Campus Operations operates in an office, warehouse, AND OUTDOORS environment and as such is subject to WIDE RANGES of environmental conditions. Employees are expected to be able to perform their duties while experiencing loud noises, WIDE variations in temperature, variable air quality, and exposure to NOISES of heavy equipment and vehicle traffic. Employees are expected to be able to climb stairs, lift up to 50 lbs, and leverage up to 250 lbs, and work outside in PACIFIC NORTHWEST TYPICAL weather conditions.

Meet fire code regulations, OSHA standards, goals of Senate Bill 66, stay current on market specifications of re-sale of materials, respond to mandated state/county policies on resource recovery, waste reduction, purchasing.

Guidelines serve to establish program goals and procedures necessary to comply with regulations (State/County) and policies (University), and determine priority of projects and how to perform the job effectively and efficiently.

Independent daily decisions involving Housing Recycling activities: operations, produce/distribute educational materials, establish new collection points, systems decisions, troubleshoot, daily student recycling employee decisions. Review and respond to customer inquiries and requests for program action, technical information. Contact Campus Managers regarding recycling projects. Contact vendors for market updates, changes in operations, markets.
SECTION 8. REVIEW OF WORK
Who reviews the work of this position? How? How often? Purpose of the review?
Position is supervised by Karyn Kaplan, Campus Recycling Program Manager. Work reviewed through regular contact. Purpose of review is to evaluate work performance, monitor program effectiveness/efficiency, ensure legislative/program compliance, and for program development issues. Regular monthly meetings for above review with Campus Recycling Program Manager.

Travel to evaluate program operations and improvement to recovery facilities ( i.e. , Transfer Station, Recycling Program Warehouse). Travel to review technology, attend/give presentations, seminars, classes and professional meetings on and off campus. Mechanical equipment operation as needed.
SPECIAL REQUIREMENTS: List any special mandatory recruiting requirements for this position:
Must have knowledge of recycling systems, markets and operations. Must have strong interpersonal skills sufficient to provide excellent customer service, and productively solve problems individually or in a team setting. Must have leadership skills sufficient to coordinate a student crew. Must possess/demonstrate sufficient computer skills ( e.g. generate spreadsheets, statistical analysis, graphs/charts, write memos/correspond) and good oral/written communication skills, including creating/giving public presentations. Must have experience innovating creative educational materials.
This position is required to operate University owned vehicles on campus in high foot traffic areas. It is required to possess a valid Oregon Drivers License and to successfully apply for and receive a University of Oregon Drivers Certification card. The ability to receive a University of Oregon Drivers Certification card is dependent upon an investigation of one's driving record/history. Such license may be denied by the University of Oregon Department of Public Safety in the event that the investigation is not successful. It is required that this license be maintained throughout employment within this position with the University. Must have ability to drive large vehicles and pass the forklift and van training classes. Must be able to lift/move 50 pounds.
