travelnews: New Per Diem

The new meal/lodging per diems and high city list are now posted on the
travel web site. A major change is that the lodging tax can now be 
reimbursed as a misc expense.  It is not included in the per diem amounts.
Seattle Washington is back on the high city list so the exception for that
city is no longer valid.  All of these changes are valid for travel that
begins November 1, 2002 or later.  For travel before that date use the old
