travelnews: Electronic Travel Form/Transaction Date

For all of you who are using the electronic travel form in DuckWeb, please
note that the transaction date is at the bottom of the form under the
accounting information.  For travel that started before June 30 it should
have a date of June 30, 2004 or earlier.  This date defaults to the date
you have input the travel.  If you do not change this date to June 30 it
will not clear period 12.
