Let me discuss three drafts, the 12/2/2008 draft, your draft, and a new draft which I give at the end. THE 12/2/2008 DRAFT: The problem I have with the 12/2/2008 draft is basically three-fold: a) It seems very intrusive. The level of accountability being required for (for example) my Sundays seems beyond anything either enforceable or in the legitimate interests of the University as my employer. b) the draft is so long that merely reading it and trying to understand it well enough to fill it out is an intrusion. c) the draft is filled with vague language which I'm not sure how to interpret. Classically, vaguely written rules have been considered bad rules because enforcement is then up to the interpretation of the authority. GILKEY'S 1/27/2009 COI-LITE draft: Your draft is _much_ better. First, it is short and I can understand it. Second, I can fill it out in only a few minutes. I have two reservations, and resolving these would lead to more clarity. A) Question 1 would be better if it was clear that "compensation" did not include reimbursement for expenses. B) Footnote 2 on page 1 would be better from my perspective if you deleted the words "previously completed." MY IDEAL DRAFT: In my opinion, a draft that would be even better than your draft would be as follows: I affirm I have read and am in compliance with the UniversityÕs Conflict of Interest Policy 3.095 and that I will take any steps required by policy 3.095 if my circumstances change.
