Peter,

Here are some questions regarding possible practical consequences, for the current Senate, of Melinda's opinion:

• 1. Does the Senate need an expressed aye vote from a majority of those present (assuming its quorum has been met) to take an action?
• 2. Must all committees reporting to the Senate follow the OPML?
• 3. Does the Senate have a right to go into executive session to deliberate regarding honors?
• 4. Can the Senate make decisions in executive session?
• 5. Can the Senate take anonymous votes regarding the choice of its VP?
