• The problem: Two horses are trying to pull a cart out of a mudhole, without success.

• One solution: Add another horse.

• Second solution: Put several people with whips in the cart.

• The UO solution: Appoint several committees, put them in the cart to add weight and importance to the task, assign one to determine the cart's problem, one to determine the opportunities available to the cart, one to determine the direction in which the cart should move, and still others to determine how success in movement is to be assessed, and the impact of success on the broader goals of the cart. Appoint at least one of the horses to one or more of the committees. Wait to see if the mudhole will change.

• The OUS Solution: First appoint a committee to define what constitutes a mudhole and determine if that concept applies to Eastern Oregon. Then appoint a committee to see if the mudhole concept can be transmitted through EdNet. Upon establishing the mudhole to be a ubiquitous concept in Oregon, ask the legislature for money to establish a "mudhole" focus group. Place this focus group in the cart and ask each member for input on horse-pulling strategy. Upon receiving the input, deposit that in the mudhole and declare the problem solved. Remain stuck in the mud.
