    3. Understand current local practice at each site
    4. Site Visit: (September, 1996)
    5. Define issues: create master To Do list
    6. Explore issues, generate local conversation
    7. Proposal submitted to Group (taken from majority opinion from responses to query, and includes background explanation, if necessary).
    8. Vote, including amount of support and written comments, if needed
    9. Council discusses and votes. Final policy is created.
