Maybeck's origional concept for Brookings was focused around a centralized plan where the center of town was to hold an urban center encircling a high point of town. This center was intended as a commercial center as well as the location for a large park. The city streets all radiated off of this city center.

Maybeck's plan was never implemented due to financial and organizational problems, but some elements did make it into the actuial town layout.
