payroll: UPDATE: Payroll Encumbrances

OUS continues to work on the payroll encumbrance processes.  They believe 
that they are making progress and hope to have new processes available for 
the December payroll.  The encumbrances have been recast for November but 
please keep in mind that the encumbrance numbers are still wrong for a 
number of employees.  The PWRPRMR report is available for departments to 
use and will give you accurate numbers.  If you do run the PWRPRMR report, 
remember  that the expense will replace the encumbered amount for November 
on December 1st.  If you have any questions about the payroll encumbrances
