payroll: Encumbrances

After a lot of analysis and review, OUS has decided that fixing our 
current payroll encumbrance process is not the best solution.  Therefore, 
UO, OSU, and PSU will begin testing the Banner baseline encumbrance 
process.   We are hopeful that we will see good results soon.   Once it is 
determined that baseline process works correctly,  we will then do a 
complete liquidation of all outstanding payroll encumbrances and start
