One of Miyashita's post-1980s prints2, displaying a move back towards realism from the abstraction of his works created in the 1970s.  Miyashita used a similar water and hilly shoreline motif on at least several other prints that may have been created around the time this collection's print was made.

The intense blues and greens are printed using water-based inks from woodblock with the elevated black outlines and impressed surfaces of the buildings on the shoreline being achieved through soldering wire and bits and pieces to a zinc plate and building up the outlined areas with layers of oil-based intaglio ink.
