In the summer of 2004, the City of Eugene asked the
Department of Planning, Public Policy and Management (PPPM)
to conduct a housing condition survey of all residential properties in the
West University Neighborhood. The original conception of the project
was to create an appropriate measurement instrument and then collect the
data using a sidewalk survey technique with a clipboard, paper, and
pencil.
At the time this project was to begin, PPPM (via
Assistant Professor Marc Schlossberg) received a small
seed grant from
the Northwest Academic Computing Consortium (NWACC)
to develop mobile GIS-based technology curricula for a class on GIS
and social planning. The housing survey became the initial test
of this new tool and its success has launched a
flurry of other activity and interest around mobile-GIS and ArcPad-based
applications. |
