payroll: Foreign National Form Updates and Annual Mailing

The Business Affairs Website has been updated to include the latest
versions of the nonresident alien forms (NRA Forms) at
http://ba.uoregon.edu/student/international-employees-student
Please recycle old forms and use the revised versions of the forms that
currently are published either on the Business Affairs website or the
Banner Guide: the Foreign National Data Request Form (CO-NRA), the IRS
Form 8233 and the 8233 Letter Attachments.
NOTE: The IRS could potentially reject a Form 8233 with a revision date
of December 2001; therefore, please use the form with a revision date of
March 2009.

NRA PACKETS
It's time again for the annual renewal of the paperwork for foreign
nationals. OUS mailed out packets November 23rd to all foreign nationals
that are currently employed.
Packets were not sent to foreign nationals who are U.S. residents for tax
purposes, with the exception of a few employees that had completed a W-9
Form to continue to claim a tax treaty despite their status as a resident
for tax purposes.
All the packets should include, at a minimum, a cover letter and 2010
CO-NRA Form. January 11, 2009 is the deadline for submission of the
CO-NRA form to the UO Payroll Office. Employees should remember to include
photocopies of the required attachments: I-94 and I-20 or DS2019. An
employment authorization card is also an acceptable document.
When the employee is from a tax treaty country, the packet will also
include the Form 8233 and the 8233 Letter Attachment. Completion of these
additional forms is optional. The forms should only be submitted if the
foreign national wants to claim a tax treaty exemption in calendar year
2010.
If you have foreign national employees who do not receive packets, you
will be able to provide them with the necessary forms by going to the
international section of the BAO website at

W-4 FORM
It is not mandatory for foreign nationals to submit a new W-4 form this
year if they currently have one on file. However, the 2010 version of the
W-4 is not yet available from IRS. You may continue to use the 2009
version for new employees until the 2010 version is made available.
