travelnews: New Per Diems

The new travel per diems became effective today November 1, 2004 for
travel that occurs Nov 1 or after.  The new high city list has also been
updated as of today.  There are a lot of changes on the new list
especially in the dates that the high city rates apply.  A major change is
that Seattle WA is only considered a high city part of the year instead of
all year.  Review the list carefully so that your travelers are not caught
